Ruth Elaine Phelps

Ruth Elaine Phelps, 84, a resident of New Castle and formerly of Mt. Summit passed away Monday, August 24, 2026 at Methodist Hospital in Indianapolis. She was born September 20, 1941 in New Castle to the late Hascal and Vona (Luttrell) Marlow Decker.

Ruth retired from the Indiana Division of Family and children in 2003 after over twenty years of service. She was formerly employed at the Henry County Clinic and Chrysler Corp. in New Castle. She graduated from New Castle High School in 1958 and earned her associates degree from IU East in 1991.

Ruth was a member of the Mt. Summit Christian Church where she served on the Hospitality Team. She also belonged to the Red Hat Society, currently the Sweet and Sassy Club.

Ruth enjoyed traveling, gardening, country and bluegrass music and was an avid Elvis fan. More than anything, she loved spending time with her grandson and visiting with her friends.

Survivors include her son: Robert Phelps of Fairborn, OH; a grandson: Xander Phelps; her companion: Glen Thurston and several nieces, nephews and close friends.

In addition to her parents, Ruth was preceded in death by her husband of 62 years: Melvin O. Phelps; a son: Mel Phelps and her siblings: Larry and Donald Marlow and Rosemary Bush.

Services will be held at 2:00pm Saturday, August 29, 2026 at Mt Summit Christian Church with Pastor James Petty officiating. Burial will follow in Mt. Summit Cemetery. Visitation will be from 11:00am until the time of the service on Saturday. Memorial contributions may be given to Riley Children’s Hospital.
